Background
The Lower Caulfeild Heritage Conservation Area was established by Council in 1996. A number of renovations, alterations and new houses have been constructed since that time frame. With the last several applications, it became clear that the Heritage Conservation Area guidelines and the alteration permit process, which permits changes to existing buildings and allows for new buildings, needed review.
