Buildings 1, 2, 3, and 6 have been issued occupancy permits. The remaining buildings—4, 5, and 7 (amenity building)—are pending occupancy.  

Background

The Horseshoe Bay Residences are a mixed residential and commercial project that includes 159 residential units and 13,700 square feet of commercial area within six buildings and 493 underground parking stalls.

Approved by Council on October 24, 2016, the development is a product of years of community consultation and outreach on the part of Sewell’s, with both official and large-scale (public meeting at Gleneagles Community Centre) and informal (‘coffee klatches’, visioning groups) event formats utilized to garner feedback from a wide variety of local residents.

Construction at the Horseshoe Bay Residences development site has been underway since the spring of 2017.

Construction Activities

In accordance with the District's Noise Control Bylaw No. 4404, 2005, construction noise is permitted during the following times:

  • Monday through Friday from 7:30 a.m. to 5:30 p.m.
  • Saturday from 8 a.m. to 5 p.m.
  • no construction noise permitted on Sundays and holidays

September 2016 update and documents

A public hearing was held on September 19, 2016, regarding the proposed bylaws. After closing the hearing, Council gave further readings to the bylaws (second and third readings). Prior to bylaw adoption (enactment), the applicant is to fulfil various conditions including the registration of legal agreements.

July 2016 update

At the July 4, 2016, Council meeting, Council rescheduled the Public Hearing for the Sewell's Marina development proposal for September 19, 2016, at 6 p.m.

June 2016 update and documents

Council gave first reading to the proposed bylaws for the Sewell's development proposal at its June 6, 2016, meeting and scheduled a public hearing for July 4, 2016, at 6 p.m. in Council Chamber. Prior to the public hearing, the applicant is hosting a Development Application Information Meeting on June 21, 2016 at the Gleneagles Community Centre (Seaview Room) from 4–7 p.m. At 5 p.m. the applicant will give a presentation on their proposal. This meeting is being held by the applicant to give the public an opportunity to learn about the proposal and ask questions before the scheduled public hearing.

Project highlights are as follows

  • 159 residential units in six buildings, with four levels of underground parking;
  • preliminary building heights between two and nine storeys, with taller buildings nestled toward the adjacent hill;
  • 493 off-street parking spaces, 255 of which are for commercial and marina uses and 238 are for residential use;
  • many different unit floor plans including one bedroom, one bedroom + den or family room, two bedroom, two bedroom + den or family room, three bedroom, and three bedroom + den or family room;
  • a proposed seaside village character, with small squares and a variety circulation options for vehicles and pedestrians; and
  • coordination with the Horseshoe Bay Streetscape Study and the District’s Parks department for consistent streetscape treatment and identification of opportunities for an enhanced waterfront path.
