2023–2027 Five-Year Financial Plan Context
Every year the municipality develops a budget to deliver services. At this meeting, staff presented an introduction to the proposed 2023 Budget.
Community consultation on the proposed budget is underway. Learn more about the budget process, send questions, or come to a public meeting: westvancouverite.ca/budget. Council will receive the results of the consultation and proposed next steps at a future meeting.
Council received the report for information.
The District has received a formal rezoning proposal for the redevelopment of 671, 685, 693 Clyde Avenue and 694 Duchess Avenue (just north of Park Royal Shopping Centre). Council first considered the preliminary development proposal on October 4, 2021.
The proposal includes a six-storey rental apartment building with a rooftop outdoor amenity level. There are 201 market rental units proposed, with a total of 50 parking stalls. Access to an underground parkade is proposed on the east side of the site from Clyde Avenue.
On November 21, Council deferred setting a date for a public hearing and instructed the applicant to conduct further community consultation. The consultation was done in-person and online, and a public consultation update was provided to Council.
Council read the Official Community Plan amending and rezoning bylaws for the first time and scheduled a public hearing on March 6, 2023.
Bylaws
On December 12, 2022, Council approved a new permanent Outdoor Patio Program. These bylaw amendments support that program:
- Proposed Development Procedures Bylaw 4940, 2017, Amendment Bylaw 5224, 2022
- Proposed Fees and Charges Bylaw 5199, 2022, Amendment Bylaw 5225, 2022
Council adopted the bylaws.
New Business
Council directed staff to bring forward an amendment to Consumption of Liquor in Public Places Bylaw No. 5118, 2021 (as amended) to provide for a reduction in the required signage to designate the boundaries of the permitted space where liquor may be consumed from at least four signs to at least one sign.

A consent agenda allows Council to approve items without discussion or individual motions. Accordingly, Council approved the items listed below:

- UBCM Community Emergency Preparedness Fund Disaster Risk Reduction – Climate Action Grant
- Proposed Amendments to 2023 Council Meeting Schedule (Page A-5) (Cancel January 30, 2023 regular Council meeting and reschedule February 13, 2023 regular Council meeting to February 21, 2023.)
