The Province first introduced legislation in 2019 requiring local governments to collect data, analyze trends, and present Housing Needs Reports (HNRs) that detail current and anticipated housing needs in B.C. communities. The District prepared its first HNR to meet these requirements, outlining anticipated housing needs over a five-year period.
In 2023, the Province amended the Local Government Act (LGA) through Bill 44, updating the timing and requirements for HNRs. Local governments must now publish their community’s 5-year and 20-year housing needs using standardized provincial methodologies and datasets. To comply with these changes, the District has prepared an Interim HNR in accordance with the updated Provincial legislation.
Under the LGA, the District is required to prepare its next full HNR by December 31, 2028 and every five years thereafter. Below are the most recent HNRs for West Vancouver:

In accordance with the LGA, the District must review the Official Community Plan (OCP) to ensure it accommodates the 20-year housing needs identified in the latest HNR within one year of its publication. For more details on this process, please visit OCP Housing Refresh 2025 page.
