The District has received a formal development application for a proposed 9-unit townhouse development at 4310 Marine Drive.
Prior to formal submission, the applicant initially conducted a "Preliminary Public Information Meeting" on July 6, 2021, in an online meeting format to present/discuss a three-storey, 12-unit townhouse development. Upon review of the public comments received and subsequent consultation with planning staff, the scope of the development proposal was reduced to 8 townhouse units and the applicant held a second meeting on July 26, 2022, in an online meeting format.
The current proposal includes a 9-unit townhouse development within 3 buildings built over a single-level underground parkade (with 18 parking stalls). The development exhibits a neo-classical, yet modern architecture, and the parkade entrance is slated to be in the southeast corner of the site (off Ferndale Avenue). There are new municipal sidewalks proposed adjacent to the site along Ferndale Avenue and Marine Drive.
The proposal is being reviewed by staff under Official Community Plan policy 2.1.4 which aims to increase missing middle housing options with ground-oriented multi-family on appropriate sites along the Marine Drive Transit Corridor. A Council approved, concurrent rezoning, OCP amendment and development permit will be required to allow for the proposed development.
In accordance with the Development Procedures Bylaw, the applicant hosted a Proposed Development Information Meeting on Tuesday, December 16, 2025. The meeting was held to inform the public about the development proposal and provided an opportunity for attendees to share feedback directly with the applicant team. All comments received stemming from the meeting will be compiled into a summary which will be presented to Council for consideration during the review of the proposal.
