British Pacific Properties have applied for an amendment to the issued development permit to provide for:
- a revised location of a new site office building
- allow for ski tower art installations
- allow for revised locations of “sea container” buildings
- revised site entrance location, parking layout and minor landscape changes

McGavin Field is located at 3757 Cypress Bowl Road (see Figure 1 and Appendix A), opposite the District’s Operations Centre.
On December 7, 2020, Council adopted the proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5069, 2020. The proposed District-initiated amendment to the Zoning Bylaw:
a) aligns permitted uses with other parks in the District by adding “park accessory uses” as a permitted use, and
b) adds as permitted uses real estate sales centre/showroom and discovery centre.
A development permit application submitted by British Pacific Properties (the “Applicant”) was approved on December 7, 2020 which allows for a phased “Cypress Village Pop Up” project (“the Project”) on McGavin Field for a proposed term of 10 years, which includes:
- A public park comprising an all-ages play area, great lawn/flex area and cantilevered lookout,
- Discovery centre inclusive of the coffee shop and sandwich bar,
- Modified sea containers (“sea cans”) containing retail and community uses,
- A sales centre and site office, and
- A parking area.
