Before the Meeting
Find out what's on the agenda:
- Agendas are generally posted one week before the meeting.
- The Notice of Meeting is posted on the Municipal Hall external bulletin boards and a copy of the Agenda is available to view outside of the Municipal Hall Council Chamber 8:30 a.m. - 4:30 p.m., Monday to Friday (excluding statutory holidays).
Watch a Council Meeting
To participate or view the proceedings in person, please attend the Municipal Hall Council Chamber.
To view a meeting online, visit the District’s YouTube Channel. Only use this option if you do not wish to participate electronically. The current meeting will show under the ‘Live’ tab.
Speaking at a Council Meeting
Speakers must sign the speaker list located inside the Council Chamber during the meeting.
During the Council meeting, persons may address Council on most of the agenda items. Three minutes are available to each person who wishes to address Council at that time.
A Public Questions and Comments period is held at the end of each regular Council meeting. Three minutes are available to each person who wishes to address Council at that time.
Council meetings are held in the Municipal Hall Council Chamber and via electronic communication facilities (Zoom meeting platform) unless otherwise noted on a meeting Notice, pursuant to Council Procedure Bylaw No. 5005, 2019, as amended.

Council welcomes your input. To participate in a public hearing, you can:
- Provide a written submission.
Written submissions can be provided to Council in advance of the scheduled public hearing date via:
a) Email – send your submission to [email protected]. Learn more about writing to the District.
b) Mail – address your submission to Legislative Services, Municipal Hall, 750 17th Street, West Vancouver BC V7V 3T3; or
c) In-Person – Place your submission, addressed to Legislative Services, in the drop-box located at the north parking lot entrance of Municipal Hall.
Please provide written submissions by noon on the scheduled hearing date to ensure their inclusion in the public information package for Council’s consideration. No further submissions can be considered by Council after the public hearing has closed.
- Address Council during a hearing
Persons may address Council during the public hearing for up to five minutes at a time.
To participate in person, please attend the Municipal Hall Council Chamber.
To participle electronically by Zoom, please call 604-925-7004 between 8:30 a.m. and the adjournment of the hearing on the scheduled hearing date to register to speak and join the meeting via Zoom. Click the tab below to learn how to participate electronically via Zoom.

To participate electronically by Zoom, please call 604-925-7004 between 8:30 a.m. and the adjournment of the hearing on the scheduled meeting/hearing date to register to speak.
At the Scheduled Meeting/Hearing Start Time:
- Navigate to the Council Agendas and Minutes webpage.
- Select the meeting/hearing you wish you join, and click the Zoom meeting link.
- Enter the meeting ID and passcode (westvan), followed by your first and last name.
- Click the “Join Now” button. You will be automatically muted. Please keep your camera turned off until you are called to speak by the Chair or Corporate Officer.
Speaking
- When it is your turn to speak, you will be promoted within Zoom. Please unmute your microphone to address Council; you will also be given the option to turn on your webcam if you wish.
- When you are done speaking, the host will mute your microphone and turn off your video.

Any person, persons or organization may request to appear formally before Council as a Delegation. This may include making a verbal and/or an electronic presentation, or updating Council on a project, idea or concept. It is important to note that the purpose of a Delegation is for information only. Council does not make decisions on the presentation, although they may choose to direct staff to report back with further information.
The procedures for Delegations are outlined under Section 10 of the District of West Vancouver Council Procedure Bylaw No.5005, 2019.
